(Hongkong) 27th March, 1844.
In Obedience to Her Majesty's Gracious commands, I have the honor to submit a copy of Ordinance N°24, passed by the Legislative Council of Hongkong to restrain Masters of Mercantile Vessels belonging to Her Majesty's Subjects from leaving Seamen and others in a destitute state in this Colony, and also to prevent Masters from refusing to convey distressed Seamen from hence to their respective destinations, and also to provide for the good conduct of Seamen within the same.
